Business Recovery and Resiliency Plan

The McMinnville Business Recovery and Resiliency Plan (Plan) is a State American Recovery Plan Act (ARPA) $750,000 project secured by Rep. Ron Noble (HD-24) in the 2021 Oregon Legislative Session. The Plan addresses the ongoing issues related to the impacts of the COVID-19 pandemic. In addition, it supports the community’s MacTown 2032 strategic plan goal of Economic Prosperity and is intended to have enduring value. This Plan has four (4) programs to deliver resources that address the ongoing impacts of the COVID-19 pandemic.

PROGRAM: Bilingual Technical Support and Mentorship Program for COVID Recovery is now closed.

Are you a business owner/manager exhausted and facing burnout from the ongoing issues related to COVID-19? This program will get you energized to tackle any situation!

COST: No Cost. The participant fees are covered by the McMinnville Business Resiliency Program funds.

APPLICATION: Closed.

PROGRAM INFORMATION: A 9-week intensive that combines three in-person workshop-style learning with peers and six one-on-one mentorship meetings with McMinnville area business consultants. Those who complete the program will walk away with a strategic growth plan, actionable steps to stabilize and grow, and a completion incentive of $350 or more.

The program is offered in English and Spanish.

GRANT: McMinnville Business Assistance Grants is now closed.

These are grants up to $15,000 for employee recruitment and retention.

APPLICATION: The first-round has closed.

REVIEW PROCESS:

After the close of the grant round, the applications will be reviewed by a committee of city staff, stakeholders, and members of the City of McMinnville’s Economic Vitality Council Committee.
The review committee will score the applications.
The top scoring applicants may be invited to meet the review committee to answer questions about their applications.
The committee will make recommendations for awards.
Awards will be announced after July 28, 2023.
In August 2023, first-round applicants were notified if they are being recommended for awards.
Awards notices are expected to be released on Oct. 25, 2023 after the City Council has reviewed the recommendations.

GRANT AWARD Documents (updated 9.19.23):

Each recipient will receive an Award Notice Letter. The recipient will need to fill out a Project Information Form (PIF) and provide a W-9 to complete the process.

AWARDS: A grant fund that is awarded to the business representative is not repaid if the requirements are met.
