Notice of Fee Increase Effective October 1, 2015
Transportation System Development Charge Fees Will Increase Soon
On June 9, 2015, the City Council adopted Resolution No. 2015-24 increasing the transportation system development charge (TSDC) fee to $2,179 per net new PM peak hour trip (the current fee is $1,358 per net new PM peak hour trip). The fee increase will be effective on October 1, 2015, and will apply to all building permits filed on or after that date.
The TSDC charged to each building permit is based on the land use category and size of the development, which is used to determine the corresponding number of net new PM peak hour trips expected to be generated by the development. As an example, effective October 1, 2015, the TSDC for a single family home will be $2,288 (up from the current $1,426).
The purpose of the TSDC is to provide funding to construct transportation improvements necessary to accommodate growth within the City. Per the City’s adopted Transportation System Development Charge Methodology Report, the City expects that over the next 20 years there will be 7,230 new PM peak vehicle trips on the City street system.
Per state statute, the TSDC can only be used to construct the growth related transportation improvements identified in the adopted methodology report. The adopted methodology report includes approximately $24-million of transportation capital improvements necessary to accommodate growth (7,230 new vehicle trips in the PM peak) over the next 20 years. Per Resolution 2015-24, the City expects to recover approximately $15.8-million in TSDC fees over the 20 year planning period.
