The McMinnville City Council met on May 23, 2023 and took the following actions:
Held Public Hearings for:
Ordinance No. 5134: An Ordinance Amending Title 17 (Zoning) of the McMinnville Municipal Code and the Northeast Gateway Planned Development Overlay (Ordinance 4971) to Amend Standards for Short-Term Rentals, Approving the Decision, Findings, and Conclusionary Findings for Docket G 1-23, and Ending the Moratorium Enacted by Ordinance No. 5118 and Extended by Ordinance No. 5127.
2nd reading of Ordinance 5134 will be heard on June 13th.
Approved Resolutions:
2023-24: Resolution of the City of McMinnville Approving a Collection Rate Increase Not to Exceed 4% for Recology Inc. (Point of Contact: Jennifer Cuellar, Finance Director).
2023-27: Establishing revised sanitary sewer user fees; and repealing Resolution 2019-35 and 2022-20. (Point of Contact: Leland Koester, Wastewater Services Manager).
2023-28: Appointing a volunteer to the Planning Commission. (Point of Contact: Tom Schauer, Senior Planner).
2023-29: Adopting a supplemental budget for fiscal year 2022-2023 and making supplemental appropriations and Contingency Transfers. (Point of Contact: Jennifer Cellar, Finance Director).
2023-31: Approving the award of a Professional Services Contract to Century West Engineering Airport Master Plan Update, Project 2022 - 10. (Point of Contact: Willy Williamson, Airport Manager).
In other business:
Proclaimed the week of May 21-27th, 2023 as National Emergency Medical Services (EMS) Week.
Proclaimed the week of May 21-27th, 2023 as National Public Works Week.
Heard a presentation from Visit McMinnville on the annual report and approved their budget and work plan.
Approved OLCC application from Violet Vines LLC for Primary Winery located at 1245 NE Alpha Drive Unit 2C.
Approved OLCC application from Violet Vines LLC for Primary Winery located at 1245 NE Alpha Drive Unit 4E.
Approved OLCC application from Village for a New outlet for Off-premises located at 615 NE Lafayette Ave Suite B.

Written testimony must be received by 12:00 pm on Monday, May 22nd. Teleconference Testimony: Pre-register to speak during the public hearing by providing your name and phone number, or Zoom name, to the Planning Director's Office before 4:00 pm on Monday, May 22nd. Appear in person or via Zoom: Sign up to speak at the meeting or if appearing via Zoom, use the Raise Hand feature. During the public hearing, the Mayor will read the list of those who pre-registered and then those who signed up the day of. When the Mayor calls out your name, you will have three minutes to speak.
