City Council Regular Meeting (5:30 PM)

Welcome! The public is strongly encouraged to participate remotely but there is seating at Civic Hall for those who are not able to participate remotely. However, if you are not feeling well, please stay home and take care of yourself.

Please use the following methods below to submit comments regarding the particular agenda topic: 

PUBLIC HEARING FOR: 

1. Resolution No. 2022-19 (alternate): Reinstates its in-lieu-of tax payment to 6% of annual gross operating revenue across all electric utility customer classes.
2. Resolution No. 2022-20 (alternate): Revising Paragraph F of Resolution No. 2019-35 Wastewater franchise fees.
3. Resolution No. 2022-21 (alternate): Establishing a Franchise Fee for Water Services.
4. Resolution No. 2022-22 Establishing an Electric Franchise Fee. 

Written Testimony: Email susan.cristofolo@mcminnvilleoregon.gov before 12:00 pm on Monday, April 25^th to provide written testimony or mail to City Council, 230 NE 2nd St. McMinnville, OR 97128. Teleconference Testimony: Pre-register to speak during the public hearing by providing your name and phone number, or Zoom name, to the email susan.cristofolo@mcminnvilleoregon.gov before 4:00 pm on Monday, April 25^th. Appear in person or via Zoom: Sign up to speak at the meeting or if appearing via Zoom, use the Raise Hand feature. During the public hearing, the Mayor will read the list of those who pre-registered and then those who signed up the day of. When the Mayor calls out your name, you will have three minutes to speak.

PUBLIC HEARING FOR: 

1. Ordinance 5112:  Construction Excise Tax For Affordable Housing. 
2. Resolution No. 2022-23: Obtain Citizen’ views about the 2019 Housing Rehabilitation Community Development Block Grant (CDBG), and to take comments about the local government’s performance.

Written Testimony: Email Heather.Richards@mcminnvilleoregon.gov before 12:00 pm on Monday, April 25^th to provide written testimony or mail to Planning Director, 231 NE 5^th St. McMinnville, OR 97128.  Written testimony must be received by 12:00 pm on Monday, April 25^th. Teleconference Testimony: Pre-register to speak during the public hearing by providing your name and phone number, or Zoom name, to the Planning Director's Office before 4:00 pm on Monday, April 25^th. Appear in person or via Zoom: Sign up to speak at the meeting or if appearing via Zoom, use the Raise Hand feature. During the public hearing, the Mayor will read the list of those who pre-registered and then those who signed up the day of. NON PUBLIC HEARING ITEMS:

• Email at any time up to 5 p.m. on Friday, April 22^nd to claudia.cisneros@mcminnvilleoregon.gov
• If appearing via telephone only please sign up prior by 5 p.m. on Friday, April 22^nd by emailing the City Recorder at claudia.cisneros@mcminnvilleoregon.gov as the chat function is not available when calling in zoom;
• Join the zoom meeting use the raise hand feature in zoom to request to speak, once your turn is up we will announce your name and unmute your mic.  You will need to provide your First and Last name, Address, and contact information (email or phone) to the City by filling out a comment sheet. You do not need to state your address for the record when called to speak.
• Attend in person and fill out a public comment card.
